Northeastern Power failure.  Down town Schenectady is bathed in moonlight and motor car headlights during last night's massive power failure which blacked out New York City and most of the the north-east of the US and Canadian border .  Nearly 30,000,000 people were affected .  Cities and towns were thrown into chaos and police battled with looters and rioters .
